My pfsense firewall has multiple routable IPv4 addresses assigned to the WAN interface. However, the OpenVPN server only works on the primary IP address, not if configured listening on any of the virtual IPs. It also appears to be impossible to ping the virtual IPs. What am I doing wrong (I check the filter configuration and saw nothing in the logs. I suspect that it attempts to NAT the inbound connections that come in to the alias IPs, but haven't seen where to turn this off/on.)

It works on virtual IPs. You might not have a firewall rule permitting the traffic to that destination, or may have NAT configured  that redirects that traffic elsewhere so the server doesn't receive it (there is none by default).
