      I am afraid we are going to need more information. But default, the site should not be blocked unless it is trying to make a connection to you without you first making the connection. If they are monitoring something for you, then you only need to add port forward rules and a firewall rule to allow traffic from that address on a particular set of ports.
      Could you elaborate on what you are trying to accomplish?

        Ceate a whitelist catogry
        Domains list :  203.106.236.200
        URLs list : 203.106.236.200/
        Expressions : 203.106.236.200

        then go to acl and click the catogry and select as white list. Try this other wise what Podilarius is correct, the site should not get blocked.

          The problem is one of my user can't access to this site. I need to unblock so that the users able to access to this site.

          I'm new for pfsense. I didn't receive any hand over.

            Well gunan, there are a couple of ways to block sites. You can block all access on port 80 and 443 on the WAN side and then allow certain URLs (in Aliases) to pass ahead of the block rule. You can use squidguard. In which case you can block everything and then put the ones you want to allow in the white list.
            There might be other ways. So, what does your LAN rules look like?
            What packages do you have installed?
            What version of pfSense do you have installed?
