Multi-WAN - 2 Gw with same IP address

I have 2 gateways that have the same IP address. Each has configured DHCP and service to the Internet. On other occasions I have made multi-WAN configuration successfully with other equipment, as each one of the gateways are on a different network. In this case I have to put to work 2 gateways with the same configuration. Im able to change any configurations other than the configuration of the modems. I hope the picture helps my explanation.
