I'm wondering is there anyway that I can setup cron job that can monitor the change such as new IP address assigned by ISP and email the updated information to my mobile device?

I'm not quite good at scripting and I would like to learn how to do this.

It is actually built into the dynamic DNS functionality.  Pick the service you like from the drop down and use that.  No-IP is free for limited use, and works well.

In 2.1 it will also send a notification when a dyndns host changes, and if you have smtp notifications enabled, it will result in an e-mail sent to you when it updates the dyndns hostname.

DynDNS is definitely the way to go for that, then just use the hostname and you really don't need to care what the IP is.
