You want to use this with CaptivePortal ?

If yes, the CaptivePortal is running on an interface and this interface is the interface you have to enter in freeradius -> clients
What did you enter on freeradius -> interfaces ? On which interface is freeradius listening ? This is not 127.0.0.1 - it is probably the same interface as the CP is activated on - so your LAN interface.

        Example:
        WAN –- pfsense----LAN

Then your CP is running on LAN interface and your freeradius is listening on any (*) or on LAN interface.

freeradius -> clients: IP address of OPT1
freeradius -> interfaces: chosse * for all interfaces or enter the IP of OPT1
CaptivePortal: Enter the OPT1 IP address as RADIUS server

On CaptivePortal set OPT1 IP as NAS Identifier.
