I think I started out with a clear understanding late last week. When did I go wrong?

      Note to Self!

The Traffic Shaper IS NOT A BANDWIDTH LIMITER!!

Traffic Shaping assigns discipline to network traffic according to the shaping method, queues, and priorities applied, given your available bandwidth so that no one protocol, user, or network takes full advantage of the other, where such behavior either contributes, or is the reason for a slow internet connection  and / or experience.

I am using traffic shaper to limit bandwidth. I have overall bandwidth and specific ones for p2p traffic. No worries though, there is a limiter also.
