More than 15% bandwidth in Penalty Box ?

I want to limit bandwidth of a certain IP group to a maximum of 25% of the available bandwidth. The Penalty Box only let me choose between 5% or 15% what I find much too drastic. Is it possible to change this ?

Don't use the penalty box. Use limiters or create your own queue for the "penalty" traffic.

Just so you know, set it up with anything, say 10% and then edit the queue once the wizards creates the queues for you. If you are still using the shaper, then having to separate limits could put you over your bandwidth.
