    Can you use IPSEC and Nat to connect two networks with the same private IPs?

    If you can how do you do it?
    If not is there a way to make it work and what would that require?

      No.

      Some kernel changes that wouldn't be pretty or easy.

      A second pfsense install could accomplish this.

          There is a pfsense firewall at both locations?

          Is that what you mean?

            I mean a firewall to do IPsec and another to do NAT, both at the same site. It would be a messy complicated setup (and I'm not totally sure it would be possible).
