I'm trying to stop Squid on my pfSense machine.

When I go into services and click Stop, it remains in a disabled state for around ten seconds, then automatically restarts.

Does anyone know how to make it permanently stop?

Do you use squidguard in addition ?
Then try first to stop squidguard and then squid.

          /usr/local/etc/rc.d/squid.sh stop

          and/or

          squid -k shutdown
