VoIP quality issues over VPN

Hello,
I recently setup 2 pfsense boxes with an IPSEC site to site vpn so that we could place IP phones in another office that would connect to the phone system at our main office. I have setup QoS, but we are still having issues with calls fading in and out. I did a ping test to a host on the other end of the vpn while I was on a call on one of the IP phones and noticed that when the call was cutting out, the response time on the ping would jump from around 20ms to 300-500ms. Are there any settings that could help smooth out this jitter for better call quality?

What does the bandwidth behaviour look like without the VPN? Without testing that you've no way of knowing if your problem is because of the VPN, or something else…
