Can't shutdown, also no console

I am installing another PFSense router, 2.0.2, and I'm having strange issue with shutting down. I can't seem to do it.
From either the web UI or SSH, neither the reboot nor shutdown options work. I hear the shutdown beeps, but the system never shutsdown. I have left it in this state for nearly an hour, just to see if shutdown was really slow.
The only way I can turn the router off is to hold the power button.
I plugged a monitor in to see if shutdown from there made a difference, and I don't have a console. The boot up messages are displayed with out the usual options to assign interfaces, assign IPs, reboot, etc…I thought I may have installed an embedded version or something, the ISO I have says:
"pFSense-LiveCD-2.0.2-RELEASE-i386...Motherboard is a Jetway NF99FL-525 with triple GB daughterboard.
Any ideas?
Thanks in advance.EDIT: I started a continuous ping from a client and then tried to shutdown PFsense. Even though I heard the shutdown beeps, the router never stopped responding to ping, 400 times.

Unfortunately FreeBSD doesn't seem to know the right way to tickle some hardware to get it to power off.
I suspect you will find that once FreeBSD reports it has shutdown you won't be able to access the web GUI because pretty much everything is shutdown except the kernel (no user mode processes running) and the power.
You MIGHT get a better result by running a pfSense 2.1 snapshot build because they contain a more up-to-date version of FreeBSD.

A snapshot of 2.1 didn't help.
The weirdest part is the OS never stops responding to ping and the web interface never goes down after I issue the shutdown command. It's like the OS isn't even trying to shutdown.
