IP wise download file size

Hey.. I'm having a issue with restricting user (IP) wise download limits. When I edit the squid.conf it want save, even to edit the ports I edited squid.inc and it worked. is there any solution for this was well??  ???  please help.. if not I have to install squid separately rather than using the one came with pfsense.  :-\
