Multi-gateways grouping

Dear all

first of all thank you very much in advance for helping me.

i am using pfsense 2.01 for load balancing & for fail-over of different ISP's. I configured a gateway group of but when i put both isp's on tier 1 then it create broad cast in my network on the other hand when i set it on different tier then it works fine.

please help me in this situation to stop the broadcasting and use its service of load balance.
