My first limiter, please review

It works, if I connect in the IP-range of Anmon_Freifunk, my up and download speed is being limited. I'm still not exactly sure if I made everything correctly.
My question is: is this (please see attached picture) all I have to do if I want to limit traffic per LAN host?
The rule in the picture is working on the LAN interface and direction is "In". Thank you so much.
