I have to use a vga card in the pci-express for pFsense to boot up otherwise when I have it not inserted, it never comes up.  I want to be able to just SSH or HTML into it since its already setup without the VGA.  Is there something I can do to force boot it up?  I check my bios it should not have a problem booting up without a VGA also the chip i'm using doesn't contain a integrated VGA either.

You could install the nanoBSD based pfSense which is intended for embedded systems which typically didn't have video hardware. Example: the Alix boards.

Use NanoBSD or the serial memstick. Assuming your system has a serial port to use for the console. If it doesn't, I'm not quite sure how that would react.
