      So basically I want a global rule that will limit everyone on the network to a set speed except for a few specified IP addresses who must not be limited. .  Is this possible?

      Also is it possible to allow the limited IP addresses to borrow bandwidth to full capacity of wan connection if it is not being used?

          Just don't match them in the rule.

          Either:

          pass from !(those users in an alias) to * with a limit
          pass from (that subnet) to * without a limit

          or

          pass from (those users) without a limit
          pass from (the whole subnet) with a limit
