Packet loss failover

Hi.

I have two gateways, one of them configured to be considered down when the packet loss becomes more than 80%.

For some reason, this doesn't work as expected:

Apr 30 14:31:25 	php: : MONITOR: Int___GW has packet loss, removing from routing group 5.xx.xx.xx|5.xx.xx.yy|Int___GW|Tue, 30 Apr 2013 14:31:20 +0400|4.336ms|14.0%|loss

Can someone tell me how to configure that properly?

As set - 80 would be warning (not down) and 100 would be down
