Adding firewall rules won't always add behind the rules

I have a interface group Internet (wan1, wan2, wan3) with rules.
I rearranged them and added them three times to wan1, wan2 and wan3 (because of damned reply-to).

If I add them to wan1 they appear add the end.
If I add them to wan2 and wan3 they appear at the begin in reverse order.

The same if I move a block of rules. After moving they will be in reverse order.

And all this work on 5 pfsenses. >:(
