CPU usage and Traffic Shaper

I noticed that after enabling "traffic shaper" che CPU usage starts to have problems and also counts the WCPU of the process IDLE.
Even if I disable every discipline of traffic shaper the problem persists.

Is it a BUG?!?
Before changing the traffic shaper CPU usage 0%/5%, after a change to traffic shaper CPU usage 90%/100%
