Quirks of "Create new limiter" page

The "Create New Limiter" page is shown in the first screenshot. In the Queue Actions section there is a button Show advanced options. Clicking this button shows a page like that in the second screenshot. The additional options don't show up in the Queue Actions section which still doesn't show any actions. Perhaps the Queue Actions section shouldn't be on those pages.
The presence of the Save button in the Queue Actions section is inconsistent with other pages where the Save button doesn't appear in a "section" (e.g. a Firewall -> Rules -> Edit page). Clicking the Save button appears to save the limiter details, not any queue actions.
What does the Delete virtual interface button on these pages do? (The term virtual interface doesn't appear elsewhere on these pages.) Is it supposed to cancel the creation of the limiter?
