Setup URL filtering w/out proxy server

Hi, I am new in pfsense, I would like some guide or recommendations.

We will use pfsense as firewall in our campus wifi project.

Is it possible to setup a URL filtering without using a proxy server.  ???

The students will use samsung galaxy tab3 tablet and if its supports proxy sever.
