Is there any way to check weather the adsl link is up or down and generate a report if it is down?

That is recorded already in the RRD graphs. What sort of report are you looking for? Something you can shove at your ISP when complaining? ;)

See Status -> RRD GRaphs, click on Quality tab. But that won't show anything useful if gateway monitoring is disabled. (Gateway monitoring is enabled by default.)

Yes, do you have monitoring configure in the routing table?
Routing –> Gateways --> Select a Gateway --> Edit
I would change the monitoring IP to a custom one - i.e. Google.com.
Also, do you have notifications enabled? System --> Advanced --> Notifications

If you want the system to send you a notification email when one WAN goes down make sure you have checked 'Allow default gateway switching' in System: Advanced: Miscellaneous:
Even if you have failover or load balancing setup between your two connections the pfSense box itself always uses the default gateway. If that goes down it won't be able to send the notification if you haven't allowed switching.Steve

Unrelated - To an extent, however - I also use an external monitor that keeps track my network status from the outside also and sends me notifications when the WAN goes down. javamonitor.com
Its useful incase something more drastic than just a WAN drop happens. Like incase the entire pfsense goes down.
