I've been setting up VMs with pfSense here and there, and I find the tftp server package does not actually enable anything to work.
I'm trying to set it up to be accessed from the LAN, I can see the inbound packets from the client, but nothing comes back.
      Is this a known problem?

It works fine for me here. I installed the package, selected LAN, clicked save, then uploaded a file using the GUI and I was able to fetch that over TFTP from another system on the network.
