General setting problem for traffic shapper

q1:how to set interface bandwidth? if my bandwidth is 5Mb(up)/10Mb(down), but usually i just can in top speed 4.5Mb(up)/9.5Mb(down) in fact.
in this case how to set the interface bandwidth for wan and lan interface? set the wan to 5? or 4.5? or 4?
if i set to 5, does it will have some conflict when data get in the borrow queue?q2: I have many confusion at setting the rule. Where should i place the traffice shapper rule? folating? wan? lan?
I see the "traffice shapper wizards" put the rule at folating. and set the interface to 'wan' and direction to 'any'q3:if i set like that. for example rule: interface:wan, driection:any, AckQueue/Queue: qAck/qDefault
when a data packet get in wan from internet, then the data leave lan, it will go in to lan qDefault.
when the ack get back from lan, before it leave wan, it will to in to wan qAck.
