Traffic shaping not working properly

Sir,
  I had installed pfsense in my system which consist of two input connection one of 2mbps and anather is of 5mbps.

I had configured the traffic shaping so that my 2mbps network should be used minimum and and 5mbps network should be use maximum.

But it is ussing 2 mbps at its full extend and 5 mbps of network is used only as 1mbps so please tell me any further configuration i have to do to get it work properly..
