What happens if the usb umts stick is not ready or removed on a pfsense reboot?
Does the system start or stop with the mismatch network interfaces?

I can answer the question now. ;)

pfSense boot normally and after you connect the USB 3G modem the WAN interface goes up.
Try it with pfSense 2.2.6 and 2.3.
