DHCP Offer with Option 43 without discovering it

I've configured Option 43 in DHCP server.
It is only offered by pfSense if a client requests it in his discover.
I need it to be offered without requesting by a client. Is there a way to do this?Thx.

So you are working with cisco AP? Lync? What – option 43 is a VCI, they are not normally handed out unless the device identifies what it is or what it wants.
Why do you believe it needs to be sent if not asked for?

It is a CPE, that can connect to internet over xDSL or over LAN interface.
On bootup, the CPE makes a discover on lan interface and if option 43.1 is offered, the CPE switches from xDSL to internet over LAN. But by design, the CPE is only listening passive if the DHCP server offers this option. It is not in the Parameter Request List.
