I have a situation where I have a dummy user in User Manager that I can't delete.

His icon is grey with no name, disabled or groups info.  How do I get rid of this phantom user?

You may need to download a configuration backup and remove it manually. I suspect it's a completely empty <user>tag. Once you manually remove it, restore the backup and it will be gone.</user>

I found the following highlighted in red and it doesn't look right:

        <user><scope>user</scope>
        <password>$1$v2ZcBYto$.tWerteOq/qOdM6JoO.</password>

        <name>MyUsername</name>

        <expires><authorizedkeys><ipsecpsk><uid>2004</uid>
        <cert>52eaa4510271c</cert></ipsecpsk></authorizedkeys></expires></user>

        <user><scope>user</scope>

Yep, delete that line in red and restore your config.
If you know how to make the problem happen, then report it, then the original cause can be fixed.

Hmm, I think I did something stupid like deleting the user from User Manager that I was logged in as.  It should never let you do that, but it did.  I'll try to log it once I can reproduce it.
