Keep one user from consuming all bandwidth in a given queue

I have traffic shaping set up on my pfsense firewall.  But I keep running into an issue where all available bandwidth is consumed, usually by a single user.  Is there a way that I can allow a user say 30 seconds of unrestricted speed, then throttle them down for the duration of the download?
