How to assign percentage cap to traffic by port number? (a good usenet solution)

So I have been searching for a simple solution for curbing my high speed usenet downloads that currently max out my connection.
If possible I would like to limit it dynamically to 90% of whatever my bandwidth happens to be at the time a download starts (on port 563)
I have a 100mb connection but live in a crowded building so sometimes during the day speed can go down into the 70's so not sure if queuing and traffic shaper is what Im after.
I don't want to set priorities for any other traffic (unless I just have to), 10% of whatever I happen to be getting at the time something is downloading from port 563 will be just fine.
I tried making assigning a lower priority rule with the traffic shaper (one lan, one wan wizard) but It was pretty slow even after playing with the percentage rates which got me to thinking maybe there is an easier way for something like this, if not I guess I will just keep playing with packet shaper.
I Thought penaltybox would be effective but when I put in 90% I get a message saying values should be between 2% and 15%
Any ideas are greatly appreciated. Many Thanks in advance!!!

There isn't a good way to accomplish that with percentages. You can set a hard upper limit using limiters, but it has to be specified exactly as a rate in Kbit/s or Mbit/s and so on.
