      I setup pfsense 2.1 x64 squid3+squidGuard.

But squidGuard has nothing to do with the issue.

I setup my GUI to show me cachemgr, I detect that some values like:

      cachemgr values:

      cache_mem 1073741824
      cache_swap_low 90
      cache_swap_high 98

squid -k parse values, this are the values I setup:

      cache_mem 5120
      cache_swap_low 96
      cache_swap_high 98

Is what I had detect, I was trying to use cachemgr as info, but not I trust on squid -k parse, right?
