Error offline package repository

I'm trying to setup an offline package repository on an windows 7 lts server, I followed the wiki https://doc.pfsense.org/index.php/Creating_Your_Own_Package_Repository and ran the git clone.
I am able to run the test.php and get a good return but running pkg_test.php returns nothing and looking in the apache error.log shows
PHP Fatal error: Call to a member function kindOf() on a non-object in /var/www/pfSense/xmlrpc_client.inc on line 1856.
I comment out line 394 in xmlrpc_server.inc
It's the line that reads: header($this->server_headers);
but Again the error.log

please help me what I do ?

Try searching for this problem I have seen it before. Can't remember the fix though. Try cloning again. Also what did you do to setup apache?

I searched for problem but anyone not solved it.
I use wampserver and lighttpd but there are problem. :( -
