        What do you mean clear?  You would have to delete the files taking up that amount of space.  Really 30GB for pfsense – seems like overkill ;)

        So you can see using 22% of my 3.1GB / partition (629MB) – 11% of 30GB is what 3+GB??

          I'm not sure you understand what that is showing you. It's not a counter that you might reset.

            Based on his English, I figure he means he wants to "free up" some of the space and is worried it's filling up.

                There is no easy way of clearing disk space in the pfSense webgui. However using 11% is not a problem. 
                3GB is more than a normal install as Johnpoz said above. Are you running Squid?
                Even if you manually remove any surplus caching etc you won't get to 0%. pfSense requires ~500MB to run.
