Not sure if you see the same as I do..  After upgrade from 2.1.2 - 2.1.3 nanobsd 2g..

      From the GUI

      Diagnostics –> Factory Defaults

      Produces the error:

Warning: copy(/conf.default/config.xml): failed to open stream: No such file or directory in /etc/inc/config.lib.inc on line 605

The device configuration remains unchanged and not factory reset.

Also noted:  After Factory Defaults on a 2.1.2 device, IPV6 rules are not added to LAN interface by default, where as they are on fresh 2.1.2 install from live CD

The file is there on my install:

        [2.1.3-RELEASE][admin@pfsense.teraknor.net]/root(1): cd /conf.default/
        [2.1.3-RELEASE][admin@pfsense.teraknor.net]/conf.default(2): ls
        config.xml

I am running the 'full normal install' on spinning HD's. This system has been upgraded from 2.0–>2.1-->2.1.1-->2.1.2-->2.1.3

I have the exact same error. Although mine is a brand new unit, box opened yesterday. Also at 2.1.3. The exact error is:

Warning: copy(/conf.default/config.xml): failed to open stream: No such file or directory in /etc/inc/config.lib.inc on line 605

Also I'm getting all kinds of other errors. Welcome screen is suppose to show CPU and memory load but only show all kinds of warnings. And firmware update is unreachable. I'm really in the shitter right now. I needed this unit to work.

              Same issue here.

Warning: copy(/conf.default/config.xml): failed to open stream: No such file or directory in /etc/inc/config.lib.inc on line 605

Could someone with the file please post its contents so I can create it and carry on?

                Never mind, it's here: https://github.com/pfsense/pfsense/blob/master/conf.default/config.xml

I can confirm that creating the file with the contents of the source from github solved the problem.
