Manual setup works?

I have been playing with traffic Shape on pfsense 2.1.3.

I was trying to setup the rules by hand just playing with, I detect that if I don't use the wizard, my setup won't work.

After I create some traffic shape config, wan/lan, I open my rules file:

/tmp/rules.debug

None of my rules appear, this is normal?

Last thing, where pfsense have the template for the firewall? file.xml, file.inc
