Many ISPs provide CPE routers configured with a static IP, so that pinging your default gateway wouldn't show if your connection was down or not.

What are the best IPs to use for monitoring a connection?

It varies by region, but something a few hops out from your ISP is good. An anycasted IP such as 8.8.8.8 or 8.8.4.4 is good in many parts of the world.

So if you had a situation where you were using Google DNS for DNS resolution also, you would configure it this way (to avoid routing conflicts)?

ISP1 gateway - monitor IP 8.8.8.8
ISP2 gateway - monitor IP 8.8.4.4

DNS servers:

8.8.8.8, gateway ISP1
8.8.4.4, gateway ISP2
