    QoS not working Properly

      So I just WANT a SIMPLE upload limiting QoS for the entire network.  only have  2mb upload & and upload a LOT!  I got my upload Limited But even if I limit it all the way down to 512kbps (lol) My ping still shoots up to over 300ms from the normal 7ms when NOT uploading.  Usually I set my upload say on DD-WRT or any other router to around 1.8Mbps. and it will only make my ping rise to about 40ms while uploading.

      Not only is it causing high ping it also limits my connection to what it needs to be on the upload side but my ping shows the same as it would if I wasnt limiting it.

      Also it causes extream packet loss when uploading
