      A hypothetical question here, possibly very useful though…
      In an ISP, would it be possible to allow a customer have full bandwidth, 1-3 megs, just for, lets say 5 seconds, and anything after that gets throttled down to 128k.  so that web browsing pages will load lightning quick, but anything after that amount will get throttled back until the session closes or something.  this way they are not utilizing their full bandwidth all the time, a possible way to "load balance" bandwidth servers better.  just an idea, any thoughts or questions.
