What do you mean by 'IP specific DNS servers'?  pfSense has a DNS Forwarder as well as local host overrides, and Bind is a package you can install.

I want a few specific IP's to use different DNS other than what the rest of the network is using even though they are located in the same network and domain.

You can set any host on your network to use any DNS servers you want.  Just configure them statically.

You can also set the computers to DHCP and use a DHCP static mapping to send different settings to different computers.
