Error on creating a basic queue

anytime that i create a queue, even just a basic queue, lets say for 1meg, and it is a parent queue itself, and save, to a make a 1meg pipe, there is always an error that comes up in the top-right, stating it does not have a parent.  i have reset the states, and reset the queues.  still the queue has errors, even after assigning rules to it, and resetting everything, an error about a parent not being attached to it still shows up and the queue cannot be loaded.  when resetting the queues, the web interface locks up, web browsing is fine, shaping is still there, this is another issue separate.
