Loadbalancing not working?

Hello, I'm having an odd issue with loadbalancing. Now, I'll admit this is my first attempt at setting it up - so work with me here. (and yes, I've searched).
I've set up the pool, and the virtual server without issue - the problem is, the IP I've chosen (which is a public IP) isn't working. I've also created a wide-open rule to that IP, still, no love.
One thing I'm noticing is, under 'Status' > 'Load Balancer', "Pools" is empty - however "Virtual Servers" has the correct info.
I'm sure I'm doing something wrong here, but I can't figure it out. Any help would be much appreciated.

Also of note:
I'm trying to loadbalance inbound HTTP connections to webservers that are behind the firewall.
The servers behind the firewall are also on public IPs. I don't know if it's relevant, but I thought I'd throw it out there..

Can you give us some more details on what happens between your internal network and your external network? Are you just routing or are you natting between the networks? Also is your public IP the real interface IP or an additional IP that is available at your WAN?

I'm doing a filtering bridge between two public networks on the same subnet.
firewall1 (.254 wan / 192.168.9.1 lan) –
Router (.1, Hosting company controlled) -- < > switch ----- servers
firewall2 (.252 wan / 192.168.9.2 lan) --The firewalls are in failover. I don't control .1 of my class c, so there's nothing I can do there. The firewalls WAN interface and the servers are on the same public subnet. They are just doing firewalling. The servers are NOT configured to have the firewalls as their gateway, however that doesn't really matter, since their packets have to pass through the firewalls anyhow.

Sorry, loadbalancing won't work on bridges.
