Bandwidth Balancing

Hi,

I am having difficulty in trying to find out how to implement the following bandwidth management system.

Background: Currently I have duel WANS set-up in a load balancing configuration with no traffic shaping rules.

If there is a single person using the internet I would like them to be able to use all the bandwidth, however, if there are multiple people simultaneously using the internet I would like the bandwidth to be balanced between all users.

Any advice would be greatly appreciated.

maybe you could try to limit it based on ip addresses. Maybe this thread could help. I am also new to pfSense just trying to help.
