I've had a look at a few similar posts, and from what I can see this modem isn't supported in the 8.3 release of FreeBSD: http://svnweb.freebsd.org/base/release/8.3.0/sys/dev/usb/serial/u3g.c?revision=234063&view=markup. Unless anyone else has another idea I can only suggest you try a different modem - and check first if it's compatible with FeeBSD 8.3.

It's stuck in CD-ROM mode and needs to be switched to modem mode. The device appears to be a ZTE K3806-Z not a Huawei. Some quick Googling shows it has a number of modes, you want to get modem mode not cdc-ether mode to work well with pfSense.
There's no easy fix for this. You can probably install usb-modeswitch and change to the correct mode but you then need to hope that the resulting USB ID is something u3g knows about and creates serial ports for.
