Is the title possible? Or are there other ways to host two different FTP servers behind pfSense?

Note that we already have a working FTP Passive connection to our current internal FTP server. But we need to add another one and I'm not sure how to forward it without changing the external port for the 2nd server.

No. Not with a single public WAN IP.

If I have another public WAN IP, what's the next step? I've read about Virtual IPs but I'm not sure what the proper settings should be.

Under Firewall - Virtual IPs, create an IP Alias for your public IP address.  Then create a NAT rule and use the IP Alias as the Destination.
