Disabling pf ftpproxy in 2.2

Has the method for disabling the pf ftpproxy mechanism been changed in the 2.2 series?
Adding:
debug.pfftpproxy = 1
to System -> Advanced -> System Tunables seemed to work for 2.1.x series, but not with recent 2.2 snapshots.
I'm running 2.2 in a pure routing environment (no NAT), so no proxying is required.

As far as I can see, the ticket indicates the module doesn't work. Can anyone confirm that is -broken- proxy is actually disabled, and not simply malfunctioning?

It doesn't exist at all in 2.2.
