If I'm troubleshooting a VPN connection and make some changes, should I then always restart the raccoon service? If I do, will this interrupt other VPN tunnels?

That's never necessary, the connection(s) where you make changes get reloaded and only those connections. Restarting the service will drop all your VPNs.
