Can rule changes be applied by cron?

Seems all but the most minor rule changes pushes traffic off shaper rules until the Lan states are cleared. I do a few a week. Is there a way to make GUI changes then accept the changes via CRON so it doesn't disrupt heavy daytime traffic?  Perhaps 2.2 has added a feature to address this.
