Adding schedules option to packages

i have modified the pkg_edit.php file to allow packages a schedule selection control (pull request sent) and that works well but now the issue is how do i trigger the on and off for a executable when the schedule is in effect and out of effect, is there some function i can call or do i need to go and edit some inc library file to add the function.

i want to allow use of schedules in packages so it can be used by many more things rather than rules and limiters only.

upon further investigation it seems filter.inc has a function called filter_configure_sync where everything happens so is it fine if i add the on and off code there or do i create a new function for it?
