New Install of 2.2 Missing System-> Packages

I've just installed 2.2 into a VM to test it out and notices that there is no System->Packages.  I can still get to the pkg_mgr.php if I type it in directly, though.  Did it move or is something wrong?

Browser cache issue perhaps?

It's a new install at a new IP.  There isn't any cache for it.  The rest of the 2.2 looking stuff is there.  To confirm I've cleared out the cache and reloaded the page with the same problem.  That option just isn't there in the menu but the page does exist.

There's no package manager if you're running the live-cd by mistake.  ;)
