Is it possible to set the upperlimit m1/d/m2 on a per connection basis rather than having it kick in for an entire queue?

If I'm streaming a video, I don't want the rest of my HTTP connections to suffer if I'm just browsing websites.

Create a second queue for video only?

The video and files come over HTTP, so I'm not sure how to get the shaper to distinguish between regular traffic and extended length traffic (like the video).

I'm comfortable using the CLI, if there is a method that way.

I'm trying to do this without creating a list of known hosts to shape into their own queue. That will be my last resort.
